1/28/2021

As part of the series of programs and presentations organized by the Islamic Military Counter Terrorism Coalition (IMCTC), IMCTC held a presentation entitled “Low-Cost Operations”, on Thursday, 28 January 2021, at its headquarters in Riyadh. The presentation was presented by Brig. Gen. Rashid bin Mohammed Al-Dhaheri, Head Delegate of the United Arab Emirates to IMCTC, and Brig. Gen. Nawwaf bin Nasser Aljutaily, Head Delegate of Kuwait to IMCTC, under the patronage of IMCTC Secretary-General Maj. Gen. Mohammed Bin Saeed Al-Moghedi and in the presence of IMCTC member countries’ delegates and IMCTC personnel.

Brig. Gen. Al-Dhaheri defined low-cost operations and explained why terrorist organizations carry out such operations and the extent to which countries are affected by some of these operations. In turn, Brig. Gen. Aljutaily referred to the risks posed by those low-cost operations and their implications across the four domains of countering terrorism.

In conclusion, Maj. Gen. Al-Moghedi stressed that it is necessary to recognize the risk of low-cost operations, which are exploited by terrorist and extremist groups to achieve their criminal goals with the least financial and human resources, resulting in significant human and material loss.
